Had the same issue, cleared out all the areas and got all the medallions before talkng to N.I.R.A. and collecting the quest. Hi I've came across this weird glitch on every single playthrough of fallout 4 I have done where whenever I enter the Nuka world cola cars arena the whole place is just obstructed by giant bottles of nuka cola which makes it impossible to navigate inside the arena. The first & most obvious place is in the cola cars arena where it looks like weird structures are in your way everywhere but you can walk through them. They're actually the bottle structures from outside scaled down to 10% but the texture somehow didn't scale down with the collision or . . . something.
